2 the current situation of recycling and utilization of packaging waste in China

Table 1 lists the comparison of the recycling of packaging waste between European and American countries and China at the end of the 20th century. From the recovery rate data of the four major packaging materials shown in the table, it can be seen that the recycling of waste in China is obviously insufficient at present. The recovery rate of paper is only 20%, that of plastic is about 10%, that of glass is about 20%, and that of metal is less than 1%. At the same time, with the rapid growth of China's economy, the output of packaging products is on the rise [3], which is bound to lead to the intensification of resource shortage and environmental pollution. In a sense, the lag of packaging waste recycling has become a bottleneck restricting the development of China's green packaging industry

3 countermeasures and measures

3 1. Establish a professional recycling company and increase the recycling and treatment of various packaging products

in view of the current situation that the recycling and treatment of packaging waste in China is extremely non-standard, it is necessary to establish a professional recycling and treatment company in the charge of a special agency, and use advanced equipment and technology to recycle and treat various packaging waste respectively, forming a virtuous cycle of recycling, treatment and recycling and a one-stop service

China is a country lacking in forest resources. The recovery rate of paper products is low, and the demand for paper raw materials is increasing every year. Long term deforestation as paper raw materials will lead to a crisis in resources and ecological balance. 3. 2. Implement the reward and punishment system and cultivate consumers' awareness of packaging waste recycling

Today, when the majority of people in China are still weak in this sense, in addition to increasing publicity, it is necessary to take some feasible reward and punishment measures and even legal means to help people establish their awareness of environmental protection. In this regard, developed countries have successful experience to learn from. For example, Switzerland and the Netherlands implement the prepayment deposit system for plastic bottles, and are only willing to take some small equipment products to test the water first, so as to link the recycling of packaging waste with the direct economic interests of consumers. In this way, people gradually develop the awareness and habit of consciously participating in waste recycling

3. 3. Try to reduce unnecessary consumption of packaging materials and put an end to excessive packaging

excessive packaging not only causes waste of packaging materials, complex processes, increased waste recycling load, but also increases commodity prices, which is harmful to resource conservation, environmental protection and consumer interests. Especially in a country like ours, where resources are scarce, most people are not well off, and people's awareness of waste recycling is still weak, businesses should not use excessive packaging to induce consumers to blindly pursue the appearance of luxury goods, which should be paid enough attention to in the implementation of green packaging projects in China
